Version 3.4.2 · September 2026 · 87 pages
A complete model by-law regulating noise from outdoor pickleball courts, written so that an Ontario municipality can adopt it, adapt it, or take a single clause out of it.
It runs to 87 pages across 13 Parts, 5 Schedules and 5 appendices. The length is deliberate. Most municipal noise provisions fail not because the rule is wrong but because nobody wrote down what the requirement means, who carries it out, how compliance is assessed, or what evidence will hold up when it is challenged. Those questions take up most of these pages.
Only a municipality can enact a by-law. The Schedules and appendices are written to stand on their own, so a club, condominium corporation, school board, park authority or facility operator can adapt them as facility rules, permit conditions, design standards or purchasing specifications.

The setback distances in Schedule A are reserved for a licensed Ontario acoustic practitioner, and the governing acoustic metric still requires professional determination. The document says so rather than supplying a number that would look authoritative and hold nothing up.
For what Ontario municipalities have published in the meantime, see setback distances compared.
Every statutory citation requires confirmation against the current consolidated text by the adopting municipality's solicitor. Appendix 4 records, for each material proposition, whether the primary source was inspected directly, corroborated indirectly, or remains open.
